It looks like he's in shed, so I would wait until he sheds to see if it clears up on its own. It doesn't look like anything I'd be too concerned about as it looks like it's just some of the skin that is about to be shed off is a little bit distorted. Just keep an eye on him and if its still there after he sheds, it may be of a bit more concern.
