which flex watt should I use? 3", 4" or 11"

I am pondering building a rack system for my rubbermaid enclosures. I researched the forum and have noticed that many people use 4" flexwatt either on the bottom or the back of the shelf. Here are my qx's:



1) Is there any advantage of using the 4" over the 11"? I am using relative large tubs (about 30"L x 14"h x 14w), would the 11" be better or should I go with the 4"?



2) Either way, is it better on the bottom, the back, or both?



3) Lastly, where is the best place to get the heat tape?
