New to the board and have some pee probs

Hi, I am new to this board, but normally spend my time on the reptile boards. Anyways a little info on my cats. I have had my cats for the last 3 years, both were adopted from a shelter as kittens, both are male and neutered. we adopted one and then a couple of weeks latter we decided to get another to keep him company. They get along great for the most part, a little aggression here and there when one plays to rough but other then that they are very content. They are indoor cats and only go out when supervised. Anyways to my questions. One of my cats lately has decided to start peeing outside of the litter box! Like right in front of it. I know its not cause the box is dirty because he has done it right after I changed the litter in it. Any suggestions? My secound question is for my other cat. He seems to like to pee on our blankets, any clothes we leave out,our bed and our leather lazy boy! he has done this since he was young and we have tried everything to stop him. does anyone have any suggestions. Sorry for the long post but we are trying to solve this situation.
