Is a more cuddly cat possible?

About two months ago I brought home a new kitten. The kitten is about 5 months old now, and I'm still waiting for him to get cuddly. He will lay next to my feet occasionally at night, but is there a way to encourage him to be more cuddly? He's a friendly cat, although occasionally a little too aggressive when he tries to play, and not scared of people at all. So how do I get him on my lap?
