Yes, this is a dominance thing. If you let it go on, it might lead to one cat actually mounting the other. This behavior stems from mating behavior, when the male bites the neck of the female as he is mounting her.
It's pretty common for male cats to show dominance by biting another cat on the neck, whether the cat is male or female. I see this fairly often in my multi cat household.
