Can my kitty boy catch these from this cat?

Next door neighbor has an emaciated cat with greeny white goop in her eyes. I have an unvaccinated cat (had one kitten shot) because I am terrified of VAS which his sister got, and I cannot find any vets to do non adjuvented vaccines in the leg or tail ( ALL give them in the scruff) and none do intranasal vacs. I walk him on a leash as no other cats are around AND I feed the next door cat both because she is so skinny (I love her as she is such a sweetheart) AND if I don't she comes and rubs against my cat and he sniffs her.



What I want to know is, IF she has FIP or Felv can he get it from her rubbing around him or him sniffing her? Suddenly he is not eating well and losing weight BUT yet he is still full of the devil so I don't know if he is ill or it is just the heat (81 degrees IN the house at 9:30 pm) doing this to him.



I already have a cat with CRF and am trying to regulate her and have no job so I do not want to spend for a blood test if he cannot catch diseases this way!
