I would recommend trying to keep one side cooler than the other. This way the tokay can chose its temperature. Chances are, the reason the staff member recommended a basking light over a water dish is to evaporate the water and to raise humidity, not for actual drinking water. Dakman is right, you want to mist the sides so they can drink. Mine drinks from the bowl occasionally but it seems only after he sees me pouring the water or something hits the water and ripples it.
