What is the water temperature and do you have a basking lamp for the turtles? Is this a hatchling?

This is not normal behavior at all. Sometimes hatchlings will just fail and die but first let's see what conditions you have the turtle in. He should have a basking light and his water temp should be in the 70's (a bit warmer for an ill turtle).
