You're off to a good start by trying to get them to change their care conditions. Don't give up. Keep trying to contact the MSPCA - they will open up tomorrow. Be persistent. Be *polite* also, but don't let up and don't give in. And whatever you do, DON'T buy the poor uro. That will only encourage them.

Good job and keep it up!! Keep us posted on how it's going!
