If you don't care about looks, paper towel is the easiest.
If you do care about looks and want a natural look, you can probably get some slate tile at home depot/lowes/etc. for as much as you'd spend on sand. There are a few more posts on this page discussing substrate, and if you look back over the past few pages, there are several debates on it.
What it comes down to is: If you use a granular substrate (sand/bark/etc), there is always a risk of impaction. Some people have had success on sand and never had problems. Others have had leos die on it. It all depends whether you're willing to take the risk for the sake of using sand because it looks good. In the wild, leos live in rocky areas, so it's not really a 'natural look' for them to be on sand, but people think it's pretty. Slate floor tiles seem to be a good compromise. they look good (slate is cool looking, that's why people use it for flooring in the first place), there's no risk of impaction, it's easy to clean, and its as close to the leo's natural habitat as you can get.
