Old Shed stuck on hatclings head... How can I SAFELY remove it?

Hey,

Two of my recent hatchlings just shed for their second time. They shedded everything fine but their heads. It is stuck. I tried soaking them but I cant really soak their heads. I am afraid to just rip it off. Anyone have any ideas?
