The easiest way is to get a styrene foam cooler (the inexpensive ones) and attach 11 inch wide Flexwatt around the inside sides. Using a soldering iron, make a hole for the wire exits and for the probe for a thermometer and for a temp controller. I recommend the Big Apple Herp controller (around $100) for great results.
You can make a cheaper one if using an ON/OFF controller instead of the proportional, but your temps will vary more. For colubrids this would be just fine. For python eggs, don't skimp - get the proportional controller.
If you want humidity in the chamber, add a little water to the bottom. As long as the Flexwatt is not touching the water you're OK. Also, if using the plastic clip covers for the Flexwatt connections, put a little silicon sealant in them.
