I can't see the pic, but I'll assume you have the pieces wired in PARALLEL, meaning each piece is wired to 110VAC (just together.) You're correct - this is like having one 4ft piece. No difference in temp if placed on the same type of surface. Obviously if one piece is on say melamine and one on glass, you will see a difference because of the differing heat-conducting properties of the two surfaces.
