swollen beard on bearded dragon

It has been a long time since I have bred beardeds, but recently a friend asked me to look at hers. It's beard appears to be swollen on the bottem part closest to the neck. I have looked at it and swabbed it and it does not have any of the normal symptoms of mouth rot, only that it is swollen. It feels as if there is fluid buildup inside, but I am unfamiliar with anything like it. please advise.
