Fluorescent bulbs will still light up for years, but after the first 6 months they lose there UVB output efficiency. So It is advised to replace them every 6 month. I don't use fluorescent bulbs, I use mercury vapor bulbs, they also loose there UVB efficiency over time, but start off with a much more powerful UVB light and after 1 year they are still double what a brand new UVB fluorescent puts off.
