Actually, the main thing I'd worry about, for all types of snakes, is electrocution. Let a snake tip a water bowl over onto the contacts of the heat tape, or urinate in the same area, and conditions would seem ripe for an electric shock. If you're going to use heat tape inside of cages, I like the method used by the folks at Boaphile Plastics: put some sort of plastic panel over the heat tape and caulk around the edges with a waterproof caulk. Or, if the clips are outside the cage, I would think you're also in pretty good shape.
