I doubt that anyone will be able to answer the skin question here on the forum without at least being able to see it. What does it look like? He probably really should see a vet. I know some treatments for one type of infection will make other kinds worse (bacterial vs. fungal, etc).
I hope you are able to do something to help the poor guy - at least find someone else who will take him, even if you can't take him yourself! Where are you located? If he's a uro and he really has no heat, it's a credit to his species' hardiness that he's alive after two years!
