Heat panels provide radiant heat just like heat lamps and ceramic bulbs, so the effect on humidity will be the same. However, a humid hide box is one solution for this problem.
If your background temp is already in the mid 70s, then a basking spot via heat tape should work just fine. It is cheaper, it doesn't burn out (unless you don't use a thermostat and it gets way too hot) and is probably the safest all around heater. Thing is, it will dry out the substrate that is over the heat tape, so your humidity issues remain. A soak once a week or a humid hide will do wonders. I know - I have the same humidity problems where I live. Soak once a week or more keeps my boa's skin nice and supple.
