That might be territorial behavior, I know what bearded dragons "wave" their arms in circular motion to show domination, I've seen this before with mine, but I'm not so sure with Tegus...

P.S. I'm still trying to get you that information that you asked for about that vet, I actually lost his contact info and am trying to locate it for myself as one of my snakes that was given to me has mouth rot. I will forward the info when I find it.
