I have a similar-size tank (4x2x1.5) and have been playing around with a few design ideas. Since I can't draw worth beans with pen and paper, I'm finding it really helpful to model the designs on my computer so I can compare them.
Here are a few designs. All the rocky surfaces would be rougher in texture than they look here, climbable by a lizard. And of course I'd put more decorations and toys inside, but I didn't want to spend the time modeling logs and cacti! One of my design goals is to provide as few hard-to-reach little nooks and crannies as possible since I've had trouble with crickets wedging themselves into cracks in my current setup and dying there, not much fun to clean up.
"Switchback" - maximizes the roaming-around room on the floor of the cage. The hide spot has a removable top for cleaning, and its walls go down to the bottom of the sand so my lizard can burrow there.

"Ziggurat" - multiple levels of lounging room.

"Stepping stones" - since collareds like to leap from perch to perch, this one provides some good jumping opportunities.

And finally, my current favorite, though it's also the most complex: "Sandcastle," like Ziggurat but with sand on each of the levels for easier cleaning, and with the second level extending the depth of the cage.
