Sounds like a good idea, but...

why is it addressed to the US Congress? Shouldn't it be addressed to the Ga. state legislature? Maybe it could be re-written to include something about exempting aberrant animals and also breeding more than 4 animals, as well as allowing swapping and selling c.b. babies. Maybe it should mention getting legal specimens from another state. I think Pa. does that. States often like to model their rules after a precedent that is already working.



If you decide to rewrite it, you might want to check out Pa laws and Cal laws on "the other forum" (email me for address if you don't already have it)for the wording of how they do it.
