Perfectly legal to own, buy, sell and ship within the US. It is also perfectly legal to import them from non-native countries.
However, most available specimens originate from their native habitat in PNG and are illegally taken from there into Asia, then legally exported to the US. A form of turtle laundering!
One can expect to pay 100.00 US per inch for such specimens.
While I find them to be quite hardy as captives. They do reach a substantial size and require extremely large aquatic enclosures with the ability to maintain well filtered, circulated and warm water.
I have done some research into CITES past meeting of the animals conferences and have found nothing in the way of a CITES I, II, or III listing, though the subject has come up, and the data necessary is currently gathered for review.
