Hypertufa is a mixture of a concrete aggregate mixed with petemoss and sand. Over time, and exposure to rain, and other elements, the petemoss disintegrates and breaks down. This is not something that I would put in an area that would be constantly beat on by a waterfall. I would recommend constructing the rocks out of a portland cement/sand mix, with a waterproofing sealant named xypex, which you mix in with the cement mix while applying. I am not sure of where this waterall will be situated, but if you do not waterproof the waterfall, water will slowly leak through, damaging any wood that might make up the shell of the enclosure.
