The only time I've ever heard of this was a breeder who lived in TX--since it is hot where she is year round, she rigged a large fridge with a thermostat (like making your own incubator) and induced cooldown that way. It was nowhere near 40 degrees though. I think she even rigged a lighting system in there.

That is the only way I'd think of putting dragons in the fridge to brumate. LOL.
