Coconut will mold pretty easily. I wouldn't keep any substrate too wet for too long.

Try keeping it damp on one side and dry on the other side. Also try covering some of the screen top to build up the ambient humidity. The substrate can be soaking wet, but if the humidity in the air is too low it will most likley not do the snake any good unless it burrows, which most Balls will not do.
