it kinda depends on how big and how much you are looking to spend. if it is an adult water dragon then you will probably want a fairly large pool. i would say the easiest way (probably more expensive) is to get a pre fabricated plastic pond liner, they come in various shapes and sizes. then if your cage is off the groud via legs or a stand or something, attach the liner to the bottom of the cage and drill a hole through kinda like a sink. use some sort of a drain cover and have a pvc outlet on the bottom with a switch thing so you can open and close the pathway. this will make changing the water extreamly easy. as far as filtration, use a pond pump or a submerable filter for a large gallon tank.
as long as the bottom of the cage is not sitting on the ground you could use this method for a variety of different pool sizes, just get different containers such as a kitty litter box for something smaller. filtration may not be so necisary if the pool is fairly small, you would probably be better off just draining it every now and then.
