RE: i am kind of low on money for a filter

how would i get that to work in a tank filled halfway with water? also would i have to build a rock formation up to it so i dont have to deal with the noise of the falling water. wouldnt an internal of canister filter work better? they can be expensive but i dont see how a hang on filter is going to work.
