My favorite explanation was posted here a long time ago. Someone's daughter (I wish I could remember who) asked the same question, and she told them this:



A long time ago, bearded dragons could fly. They soared and swooped across the land, and eventually met man. They liked man so much, and enjoyed his company so much, they realized they didn't need their wings any more, so they gave them up, and those shoulder pads are where their wings used to be.



Other than that, there's tons of ideas but I've never seen a definitive answer.
