For any form of intrastate, in state sales, commerce regarding a CITES I specimen, no federal permit is required, but you may wish to check any local ordinances regarding such, as many states require state level permits to maintain listed species.
Interstate commerce, out of state sales, require a USF&W Interstate commerce permit, but only the buyer is required to obtain this, not the seller. The seller only has to provide a letter stating the number of specimens, sex ratio and a statement indicating the specimens were captive bred, or otherwise legally collected.
No permits are required for specimens given as a bonafide gift on either end.
Trades will require the documentation and permits as interstate commerce.
