Do a search for the posts on Ann Arbor, Michigan, pet ordinances. The city council member that drafted the proposed (and then dismissed) ordinances had been in direct contact with HSUS reps to draft her proposal. I learned this from a telephone conversation I had with the same council member, when I explained that her proposal would be responsible for the euthanasia of currently held pets.
