Question about Flexwatt and related brands?

I have a question about these.. is this the same stuff (or related to the stuff) that hardware stores sell to wrap around pipes in like trailors and stuff for during winter to keep them from freezing? I've never used it and I'm looking into trying to but I'm also looking for the best quality for the least money. I know theres other brands of the stuff though I'm not sure who else makes it. Any suggestions would be gratefully appreciated
