Outside tortoises do not need D3 supplementation if direct sunlight is available. (of course allow for lots of shade as well)

Phosphorus is never usually supplemented. The animals need at least a 2:1 Calium to phosphorus ratio. A proper diet alone should take care of this.

Calcium is appropriate to supplement to younger animals to ensure they have enough supply for growth. All indoor animals should have proper UVB lighting /- D3 suppl. (it is debatable how well oral D3 suppl. is used)
