Hydration definately effects, what most call normal, shell growth.
On the diet, I use what I call the shotgun method. You feed as varied a diet as you possibly can and you are bound to hit the nutrients that are requied because, as far as I know, there are very few studies on the nutritional requirements for tortoises and when you consider that the nutritional requirements for humans is controversial you can imagine what we really know about the topic when tortoises are concerned.
I really do recommend this stuff called Mazuri tortoise diet. I recently found out that Petsmart now carries it which makes it easier to get. I feed it once or twice a week.
