Cuttlebone/Mineral Block 4 tortoises?

I have a 5 year old Sulcatta and he doesn't seem the least bit interested in gnawing on either Cuttlebones or Mineral blocks. I feed him a variety of grasses from http://www.oxbowhay.com and his shell development seems normal. His beak seems to be proper length as well as I occassionaly see him rub it down on his own (rubs bottom section of beak against top beak).

My queston is, should I continue to place Cuttlebones or Mineral blocks in his enclosure, even if he has never used either? Or is there some trick to get him more intersted in using those that I am not aware of?
