question about UTH's

I have a 70 gallon tank with a UTH on each end. I have a hide at each end. Trying to make one cool and the other hot with no success. Temps are the same on both ends no matter what I do. I think the heat is spreading through the glass form one end to the other. Should I put the uth directly under the substrate? Has anyone else experienced this problem?
