It is possible to be genetic in any species, also neurological, but the only time I've seen that in bearded dragons, the droopy eyes each time have been a symptom of renal function/failure or malabsorbtion of Vitamin B or both.
If vitamin B malabsorbtion, you can increase the B vitamins with brewers yeast used as a dusting on crickets.
