pac man substrate

I am getting ready to purchase a pac man and I already have a 10 gallon set up. Would it be ok to keep him in a tank with potting soil and moss. I have it set up with a layer of gravel then sand then activated charcoal to allow the soil to drain and not become rotten or mildewed. I was just wondering if I put a layer of moss over that would it be ok? Any other bit of info would be helpful, thanks alot.
