Moisture in substrate

How wet/moist should the substrate be for my pacman? From some of the pictures I've seen in this forum, many of you have really moist substrate. I've only had my pacman about six weeks. I just followed the directions on the Forest Bed and used 3 liters for the one block. Am I not keeping my substrate moist enough?
