Fruit flies/nats in substrate...

I have a problem with fruit flies or nats growing in my pacman substrate. I use Coconut fiber substrate and a undertank heat pad for heat and mist them and the tank twice daily. Is it to moist? Does anyone else have problems with these bugs?
