No, just wishful thinking. No a bad looking animal however. I think the term hypo in relation to hortulanus is indeed a fine line. Many amazons have reduced levels of melanin as part of the normal phenotype and are there for not hypo. Only those animals which are supposed to have melanin as part of the normal phenotype, but for some reason or another don't, should be termed as hypo. This animal appears to be brownish, which is part of the normal range of colors for the species.
