I wouldn't keep him in the 10 gallon for long. Glass tanks are notorious for causing Chams problems. Maybe a month at the most. He was probably housed with his brothers and sisters and he just needs some time to adjust to new surroundings. Its not uncommon for a Cham to take a couple of days before he starts to eat in a new home.
