I would add a drip that runs all day on top of
the twice a day misting. When they're inactive they don't tend
to drink on their own, you may have to shower him for about an hour once a day in lukewarm water to make sure he's drinking enough, or try spraying lightly on his nose until you see him drink aloT.
Also make sure the ambient room temp is up around the mid 70's,
mabee a heater next to the cage, or insulating a few sides of the cage to get the temp up. At lower room temps, say 60-65, my chams will slow down and become inactive, even with a warm bask site. Get him to the vet soon, they can crash pretty fast.
