The materials used:
Rubbermaid Bin (preferably colored)
ESU Reptile Thermostat
Big Apple Heat Wire
Thermometer (Temp and Humidity) (http://www.bigappleherp.com/)
...Yup thats it... As far as price the thermostat will run you about 30.00 and the Heat Wire depending on how long you want it will run from 14.00 to 25.00. The thermometer 10.00 and the bin between 5.00-20.00 depending on the size you want.
The bin I used is really small for the heat rope I purchased. I got the 14.00 heat rope and it can heat a much larger bin. I dont like the Hovabator because its limited on space. With this there is no need to worry about running out of space and you can control in the entire incubator instead of individual egg chambers. I love it! I have had success with reptiles and even bird eggs. The possibilities are awsome.

This is really easy to assemble. Two holes drilled wherever you feel is better for you, Preferably the back. The holes serve the purpose of getting the probes and wires of the;
Heat Wire, (The whole thing goes in except of course the part that is connected to the plug, get as much as you can in the bin. It is 100% water proof so no need to worry about that. The heat wire is just laid at the bottom of the bin, no special placement.
Thermostat Probe, this goes in the bin hanging almost at the bottom, about 4 inches from the bottom so that it doesnt topuch the water. Use duck tape to attach.
Thermometer, This also hangs. Next to the probe.
All are waterproof! 
The holes drilled should be just enough so that the largest (probe) can fit through. Then you can tape (duck tape) or silicone (100% clear) the holes up.
Add water (about 1/2inch and plug it in and set the thermostat at the desired temp.
And then your done, just give it an hour or so to heat up and then place eggs in.
