Put him in something smaller, most people on here use rubbermaid shoe boxes for their babies 12Q size, as I do and I havent had a baby refuse feed yet. You also need to wait more before feeding after first getting an animal at min wait a week and then 10 days after that try again. Most of your other things seem fine but 95 seems dangerously high for a basking spot something more like 88 or so would be better. Bloods seem to thrive in ambient temps of around 82. You went way too extravegant on a tank for a little guy dont worry so much about hot spots and shrubbery etc a hide and a water bowl with 82 ambient temps will suit its just fine provided the enclosure isnt very large.
