as far as the dish it kinda depends what the dish is made of but i would assume if you roughed up the surface with sandpaper it should stick fine and drying time will depend on the product. as far as water getting into the tile grout you should use a grout sealer of some sort (have heard 50/50 water and elmers glue will work also) this should work fine, if you are still weary about edges you could throw some silicone in there.
