Did your vet draw blood to do lab work? Its difficult to tell without examining him and a blood panel but this could be a serious condition called blister disease. If it is blister disease those are warts, they infectious packets that need to be treated. I would try to find a different vet that can help you. If you don't know of one you might be able to find one at this web site.
