Flexwatt doesn't have a high watt-density. When it lays on material that conducts heat, even just a little like melamine, the Flexwatt will feel cold when you press down on it. If you hold the Flexwatt in the air, it gets warm real fast (under a minute).
The cages will not get warm until the Flexwatt has enough time to heat through the cage bottom but also heat the surface the cage is laying on. This can be as long as 30 minutes or more depending on factors. The more material to conduct the heat away from the cage interior, the lower the temp in the cage. This can be a good thing to prevent overheating, but it can be a bad thing if the stuff can't maintain desired temps.
