Breeing ? Please help

I have a male that is about 10 months old and when I put him in with a female that I think is ready all he does is wag his tail and pee all over the place. I don't mind cleaning the cages but its getting frustrating. I think he is going to lock up and then he doesn't. What does all of this mean?
