advise on WTF

Oh how my heart desires a cute little dumpy. I'm trying to detrmine the easiest way to bring some heat to my 30 gal. hex tank. I currently have a double flourecent on top, (one cool spectrum/ one warm). The tank barely reaches 72 degrees. Are there diffrent bulbs that will reach higher temps? Is a false bottom heating pad system a good idea? Or perhaps a spotlight?

Does anyone know if a dumpy can get enough nutrition off of fruit flies? I already culture them for my dart frogs. I welcome any suggestions.
