An undertank heater will work provided you put it under the part of the cage where a water bowl will sit.



If you use a ceramic bowl both it and the water will heat up, therby heating the air which is what a tree frog needs.



Otherwise, you'll need to add an incandescant bulb of some sort. You'll need to experiment with wattage, flood vs. spot vs. standard, etc.
